You would need to check what Regional code it has as the Uk and Usa are different regions and therefore have differing codes.. The Us region code is NTSC.
That said, you could look into getting ahold of a disc that will allow you to change the regional settings of your PS2

You will also need a registered domain name and webhosting. My idea would be Jumba (www.jumba.com.au) They cost US$10 approx. per year to host a website.
